In order to add a tileset mod, all you need to do is add the images under Images/Tilesets/MyCoolTilesetExample and enable the mod as a permanent visual mod - the game will recognize the tileset, and allow you to pick it in the options menu.
Some images don't exist at all in the base game, but can be added in mods. For example, [here](https://github.com/yairm210/Unciv-leader-portrait-mod-example) is an example of how to add leader portraits to mods, which can compliment the base game.
