Daniel Aarno cce3831403 Enable CMake to build (not test) in 1.2.
This is useful so we can at least check that it compiles on
Windows. We don't bother fixing the tests or testing infra (as has
been done in 1.4 branch) as we expect most development to happen
there. The CMake files will not be included in the distrubution and
are used for development/testing only.

TCLAP - Templatized Command Line Argument Parser

This is a simple C++ library that facilitates parsing command line
arguments in a type independent manner. It doesn't conform exactly
to either the GNU or POSIX standards, although it is close. See
docs/manual.html for descriptions of how things work or look at the
simple examples in the examples dir.

To find out what the latest changes are read the NEWS file in this
directory.
