Include import library in Windows binary releases

Browse Source 
Previously:
	- libdeflate.dll: the dynamic library
	- libdeflate.lib: the static library

Now:
	- libdeflate.dll: the dynamic library
	- libdeflate.lib: the import library
	- libdeflatestatic.lib: the static library
