cmake: set CMAKE_{RUNTIME,LIBRARY,ARCHIVE}_OUTPUT_DIRECTORY they are not defined

Browse Source 
This will allow overriding them in parent cmake rules, i.e. if libevent
is used via add_subdirectory().
