Replace custom LIB_INSTALL_DIR with standard CMAKE_INSTALL_LIBDIR variable.
For backward compatibility, set CMAKE_INSTALL_LIBDIR if LIB_INSTALL_DIR is set.

Add three package config files for mbedtls, mbedcrypto and mbedx509.
Also update various project variables so the generated PC files have the
required data needed without hardcoding it everywhere.
This will help distros package the project following existing
conventsions between a normal and -devel package that includes the
headers and .pc files for pkg-config aware consumers.
This also squashes:

The official spelling of the trade mark changed from all-lowercase "mbed"
to normal proper noun capitalization "Mbed" a few years ago. We've been
using the new spelling in new text but still have the old spelling in a
lot of text. This commit updates most occurrences of "mbed TLS":
```
sed -i -e 's/mbed TLS/Mbed TLS/g' $(git ls-files ':!ChangeLog' ':!tests/data_files/**' ':!tests/suites/*.data' ':!programs/x509/*' ':!configs/tfm*')
```
Justification for the omissions:
* `ChangeLog`: historical text.
* `test/data_files/**`, `tests/suites/*.data`, `programs/x509/*`: many
occurrences are significant names in certificates and such. Changing
the spelling would invalidate many signatures and tests.
* `configs/tfm*`: this is an imported file. We'll follow the upstream
updates.

Applied the same change as in mbed-crypto for using this as a sub
project with the IAR toolchain. Use __asm generic ,and avoid empty
enum. Avoid declaration of array with null size. This is a porting
of the original patch contributed to trusted-firmware-m.

tests/src/ssl_helpers.c depends on functions defined
in library/*.c. If it's complied as an OBJECT with other c files,
cmake complains undefined reference in link stage under programs/.
Therefore, tests/src/test_helpers/ is created to hold c files with
dependency of library/*.c. Besides, tests/src/test_helper/*.c is
separated into another OBJECT, mbedtls_test_helpers, as sources
to build all test suite executables.
In addition, everest header directory is included in case
MBEDTLS_ECDH_VARIANT_EVEREST_ENABLED is enabled.

The code in CMakeLists.txt was an old copy of the code in Makefile. This
brings in branch coverage, which had only been added to Makefile.

Use code with clear behavior in CMake 2.8.12 (which we try to support in
Mbed TLS 2.28, although that's mostly for the sake of RHEL, not Windows).
The code in the previous commit relied on features introduced in CMake 3.x,
although it worked as desired by accident because `LIST_DIRECTORIES false`
was effectively ignored and `configure_file` on a directory had no
harmful effect.

Fixes an issue on Windows where when source and build directory are on different drives hard-linking
to files or directory fails as it doesn't work across filesystem boundaries. Note that symlinking is also
not possible because it requires administrator privileges on Windows.
The solution copies the files using the built-in cmake `configure_file(src dest COPYONLY)` command.
As this command only operates on files, if a directory is specified the files will be globbed recursively
and through symlinks.

Make sure that CMP0012 is set to NEW, without which FindPython3 and
FindPython2 functionality becomes broken with CMake 3.18.2 if searching
by location. CMP0012 being set to OLD is also deprecated as of 3.18.3.
Ensure CMP0011 is set to NEW to avoid warnings and deprecated behaviour
being issued about policy push / pop with CMake 3.18.0 or newer.

In preparation of linking common test objects in programs,
add the top-level mbedtls_test target.
This target consists of the common test objects.
It is necessary to declare it at the top-level as both
tests and programs will depend on it and it is necessary
to synchronize the compilation of those objects for tests
and programs for the case of parallel building.

Remove the declaration of ./include and ./library
as include directories for all targets.
Prefer being more local and declare include directories
at the target level using target_include_directories().
Note that there is no need to declare explicitely
./include as an include directory for tests as they
inherit it from the "mbed librairies".

directories and compile definitions. Declare them within the
scope of the crypto library target as per the third party

Note that targets linking to the crypto library inherit from
the third party public include directories.

the flags can be unified.
