* Due to the absence of a `develop` branch in the `kiwix-android` repository, our publishing and bundle uploading tasks were failing. Consequently, we have modified the branch reference to main since the `kiwix-android` repository now uses `main` instead of `develop`.

* Fixed permission issues while installing `jq` in CI.
* Updated CI to set the TAG variable earlier, as it is required in the `Should upload dummy Bundle task`.

* Previously, we were terminating the dummy bundle job if not specified, which can be causing confusion among developers because they had not defined in info.json to create a dummy bundle. Now, we are appropriately skipping the job if it is not specified.

Storing dummy bundle on github workflow.

* We have enhanced `publish.yml` to storing dummy bundle in workflow, for this we needs to add `"new": true` in info.json file.
* We have modify our `README.md` file to document this.
