0e78c0166c Switch to stateful restart. 
The following services have been updated to support stateful restarts:
 - Drivers: tty
 - Filesystems: isofs, mfs, pfs, libvtreefs-based file servers
 - System servers: tty, ds, pm, vfs, vm
