This is necessary to enable correct compilation of the tools version
of installboot_nbsd(8)when cross-compiling on a system close enough
to MINIX, like NetBSD 7.0.1 for example.

Previously, installboot would require that the given target device is
a partition. This is not strictly necessary: MINIX3 can also be
installed (manually) into one or more primary partitions, requiring
that the installboot target be the entire disk. With this patch,
specifying a disk as target is now allowed, as long as the -f (force)
option is given.

Also following functionality was added:
- Add install_master to the installboot from NetBSD.
- Check if enough space for bootxx.
Old installboot was renamed to installboot_minix.
