a77a264b37 Make /draw draw over all blocks, not only non-air. 
If you want the old behaviour, just do /brush replace /draw mode [radius] <height> air to get it.

Highly dangerous command, may not leave server in a consistent state and require restarting anyways, and can be accomplished by just deleting properties folder on server anyways
